Russia is actively attempting to enlist foreign migrants, recently apprehended at its border with Finland, to participate in its ongoing war in Ukraine. The BBC has obtained evidence revealing multiple instances where individuals, detained for violating immigration laws, were swiftly transported to a military camp on the Ukrainian border.

This coercive practice of compelling individuals, who are in pre-deportation detention centers, to sign contracts for military service in Ukraine is not a new phenomenon. However, the scale of this recruitment tactic has escalated significantly as foreign migrants continue to arrive at Russia’s extensive 1,340-km (833-mile) border with Finland. The development raises concerns about the exploitation of vulnerable individuals for military purposes.
