The United Kingdom and France have formally agreed to deploy troops in Ukraine if a peace agreement is reached with Russia, marking a major shift in Europe’s post-war security planning. British Prime Minister Keir Starmer and French President Emmanuel Macron signed a declaration of intent during a high-level meeting of the Coalition of the Willing in Paris, attended by representatives from 35 countries.
Under the plan, British and French forces would establish military hubs across Ukraine after a ceasefire, providing protected facilities for weapons, equipment, and long-term defensive support. Western leaders say the move is designed to deter future Russian aggression and ensure Ukraine’s sovereignty after the war.
The proposed security framework includes continuous ceasefire monitoring, led by the United States with allied support, and a multinational force operating on land, sea, and air. Ukraine would also receive long-term military assistance to sustain an armed force of up to 800,000 troops.
While NATO officials, including Secretary General Mark Rutte, described the meeting as “very successful,” Moscow has strongly opposed the idea. The Kremlin has warned that foreign troops in Ukraine would be considered legitimate targets, reiterating President Vladimir Putin’s long-standing stance.
Despite diplomatic momentum, a final peace deal remains uncertain. Starmer emphasized that progress depends on Russia’s willingness to compromise, adding that repeated distractions and unverified claims from Moscow only strengthen Western resolve.
As global attention remains divided by geopolitical tensions elsewhere, Ukraine’s allies say these security guarantees are essential to ensure that peace does not mean surrender.
